Doris Barik was elected to the City Council on November 5, 2003. That same year, David Shipp was elected to the city council on a special election ballot as an Independent. A year later, Shipp ran for the House of Representatives, defeating a Republican incumbent of 43-7. On August 28, 2009, Shipp resigned as an elected official. On December 15, 2009, Barik was convicted of the same crimes and sentenced to prison for 2 years. According to the California Office of Court Administration, Barik was incarcerated starting on August 27. [38] In 2011, Shipp retired from public office and became a Republican committeeman for the San Luis Obispo County Board of Supervisors. He has been charged with several felonies, including two counts which were never prosecuted.[39]
On February 23, 2015, Shipp ran for the 5th Congressional District seat held by Republican Bob Dold in the general election, which was held on April 8. He lost the election to Democrat Brad Schneider, and a special election was held on May 24. Republican Matt Heinz, Jr. secured the election, defeating his Democratic opponent, Steve Smith. Barik also ran in the special election, losing to Heinz in the primary by a small margin.
In March, 2014, Attorney General Kamala Harris was charged with violating an ethics agreement and obstructing investigations, resulting in her being forced to step down from her position as Attorney General. A grand jury was appointed by the California Attorney General who was investigating Harris. On January 15, 2016, Harris was arraigned on charges of accepting gifts and benefits in exchange for campaign activities, which included contributions of more than $75,000 from her former chief of staff and campaign finance director, Jack Quinn.
On April 4, 2016, Harris was also charged with perjury and making false statements to police after allegedly failing to report and testify to their ongoing polygraph examinations of herself. She was released on $50,000 bail pending arraignment on May 13 [40]
On November 20, 2016, Attorney General Harris declared she would suspend her political activities pending an investigation by a congressional committee.[41]

On November 4, 2012, Democratic and independent elected officials joined forces in California legislature to pass a series of election-related amendments including a set of ballot measure
